To Whom It May Concern

While serving as Chief of Police at Millersville University I got to know Joshua Keller in a variety of capacities. I was part of the selection committee for Joshua when he was first hired at the University in the Fall of 2004. Joshua did exceptionally well during the interview displaying maturity and levelheadedness well beyond his years. At that time I felt that the University was indeed fortunate to hire Joshua.

Joshua left the University to work with another area Department in 2005 as the University had very limited opportunities for advancement and pay increases. Job references provided to the potential employer were all quite positive.

In May of 2006 Joshua was offered a position with the University when promotional and specialty positions opened up within the University Police Department. Upon returning to the Department Joshua immediately volunteered for additional training as a Crime Prevention Officer, Bike Patrol Officer, RAD Instructor and eventually as a Firearms Instructor. Joshua set the standard within the Department for seeking out, completing, and utilizing professional development opportunities. Joshua displayed an ability to be both a good learner and a good teacher.

In August of 2009 Joshua was promoted to the rank of Corporal within the Department, and was recognized for his commitment to continuous improvement of the officers and the Department.

With all of the above said, Joshua is not one dimensional, and not just honed in on law enforcement. In spite of his commitment to his job he has continuously demonstrated a commitment to his family and the greater Millersville community. He regularly projects a strong rapport with people of all ages. Members of the University community, students, staff, and faculty, sought out Joshua when situations arose as they could count on a quick, fair, and sincere response from the man.

While electing Joshua to the position of Magisterial District Justice will indeed be a loss to the Millersville University Police Department, the entire magisterial district will gain from such a selection. As the former Chief of Police and as a citizen I feel that Joshua will bring the same fairness, maturity, and zeal that he displays in his work and personal life to the District Justice position. I feel that community, family, and professional values will be at the center of the position of Magisterial District Justice if Joshua Keller is elected to that position.

Respectfully,

Wayne W. Silcox

Chief of Police

Millersville University

(RETIRED – June 2010)

Joshua R. Keller has filed as a candidate for the position of District Justice in Millersville.  As a pastor and mentor, I have had the pleasure of knowing Joshua for over 10 years. Mr. Keller and his family have been active members at the Table Community Church in Lancaster, PA since its inception in 2004.  Joshua has volunteered countless hours for the church and community. He is quick to use his variety of gifts to help people. He has organized groups to travel to and work in disaster areas through Mennonite Disaster Service. He has served his community faithfully as a law enforcement officer.

Joshua has demonstrated admirable leadership skills. Many people in our church have sought his advice, and many have shared with me their appreciation of his pleasant, encouraging attitude.

I have known him to be a man of deep wisdom, integrity and compassion. When I read the scripture, Micah 6:8, I cannot help, but think of Joshua. It says,  “He has showed you, O man, what is good. And what does the LORD require of you? To act justly and to love mercy  and to walk humbly with your God” (NIV1984)

For these reasons, I highly recommend Joshua R. Keller for District Justice.

To whom it may concern,

Josh Keller came to work for me on the farm when he was in high school.  His arrival, like so many before came with enthusiasm and little knowledge.  However, unlike many before and since Josh took an interest in doing his best and learning what was necessary to complete a job.  He showed his character in always being prompt and informing me of his schedule.  When Josh graduated from high school, he informed me with ample notice of his desire to go to work at Turkey Hill Dairy.  I told him at that time he was one of the few young people who actually informed me they would be moving on.

Since that time I have seen Josh grow into an upstanding citizen, officer and maybe most importantly father and husband.  Josh has the integrity, knowledge, and desire to be an excellent District Justice.

Sincerely

Robert Barley

I am happy to recommend Josh Keller for the District Judge position. I’ve known Josh since he was a teenager and participating in youth group when Larry and I were leaders. He was a fun-loving and friendly young man and got along well with others in the group. He was committed to the group and we could count on his participation and cooperation. We enjoyed having him along on trips to youth conventions in Wichita,Kansas and Orlando,Florida. It was especially exciting to see Josh and his wife, Shelly, spend some time leading the youth group after they were married. They developed good relationships with the youth and opened their home to the kids for a variety of activities.

I admire Josh’s commitment now to his wife and family. He has three beautiful children and is a great father! Larry and I have appreciated staying in touch with Josh through the years and are cheering him on as he pursues this position. He is a man of his word and lives his life with honesty and integrity. He cares about people and will do his best to help and encourage others.
